An SMS "kickstart" for Kenyan farmers

In this, the fifteenth in our series of FrontlineSMS guest posts, Rita Kiloo – Customer Care Executive at KickStart in Kenya – describes how their use of the software enables them to extend and improve their outreach efforts among rural farmers in the country "KickStart’s mission is to help millions of people out of poverty. We do this by promoting sustainable economic growth and employment creation in Kenya and other countries, and by developing and promoting technologies that can be used by dynamic entrepreneurs to establish and run profitable small scale enterprises.

In 1998 we developed a line of manually operated MoneyMaker Irrigation Pumps that allow farmers to easily pull water from a river, pond or shallow well (as deep as 25 feet), pressurize it through a hose pipe (even up a hill) and irrigate up to two acres of land. Our pumps are easy to transport and install and retail between $35 and $95. They are easy to operate and, because they are pressurized, they allow farmers to direct water where it is needed. It is a very efficient use of water, and unlike flood irrigation, does not lead to the build up of salts in the soil.

With irrigation, farmers can grow crops year-round. They can grow higher value crops like fruits and vegetables, get higher yields (the Food and Agriculture Organization reports that irrigation increases crop yield by 100-400%) and most importantly, they can produce crops in the dry seasons when food supplies dwindle and the market prices are high. Because of the long dry seasons and growing population, there is potential for many thousands of farmers to start irrigating without flooding the market. There are local, urban and even export markets for the new crops.

A few months ago we decided to start using text messaging as part of our outreach efforts to farmers, and had heard good things about FrontlineSMS. Basically, we now receive lists of mobile numbers of prospective clients from our sales teams - these are clients who have visited our dealer shops countrywide, and who have shown an interest in our irrigation pumps. They usually leave their contact details with the sales people at the shop.

At the end of every month I receive a copy of the contact lists from at least 70 sales people, which may total about 5,000 contacts. I randomly pick around 500 to 1,000 mobile numbers and put these into an Excel spreadsheet. Once this is done, the numbers are uploaded into FrontlineSMS and we send out a uniform SMS to prospective buyers of the pumps. Here is a sample of the kinds of messages we send out:

The texts are scheduled for every week of the month, and are categorized into territories, allowing us to keep track of the areas where the interest is coming from. There are a number of advantages in using FrontlineSMS, one of the main ones being that I am able to reach more farmers through SMS than I would be able to by calling them one-by-one. We are also able to keep in more regular contact with interested farmers, and remind them about the pumps. Not all of them buy pumps straight away".

Scale, FrontlineSMS and the local

What follows is the fourteenth in our series of FrontlineSMS guest posts. Here, Kelly Sponberg - a Project Manager at RANET - discusses the challenges of 'local' and 'scale', and the potential his organisation sees for FrontlineSMS in their work

"For about a decade now I have been fortunate enough to work on a small and niche-focused program called RANET (Radio And Internet for the Communication of Hydro-Meteorological Information for Rural Development). The program has a simply stated goal to make meteorological forecasts, warnings, and observations more readily available to rural and remote communities.  It does so through a variety of training, system development, and site deployment activities.

The technologies utilized by RANET have ranged from satellite broadcasts, to satellite telephony, to FM community radio, include HF e-mail networks, a variety of web based applications, and of course mobile phone messaging and data services. We recently began experimenting with and using FrontlineSMS to scratch a particular itch.  If you will bear with me, I'll try to describe the challenge and problem FrontlineSMS uniquely addresses well.

RANETRANET began with the notion that rural communities are often most affected by and vulnerable to environmental changes and variability, yet the information products communities may find beneficial are not easily distributed outside of major cities in developing regions.  The quote that somewhat launched RANET came from an Algerian nomad who said when interviewed, "Just tell me where it has rained, and I'll know what to do."

A story about a nomad

Such a simple statement is loaded with insights and information.  Think of the challenge.  The nomad is constantly on the move in remote desert areas to shepherd his herd to food and water.  Under the best of circumstances, it is a difficult technical challenge to deliver information to this individual in a timely and sustainable manner.  Beyond the physical delivery of information, there are barriers related to language and perhaps literacy.  But moreover his statement counters assumptions about what information is valuable.  Most meteorological services try to improve forecast quality and generally the science behind weather products.  This hard work and dedication often leads to the conclusion that forecasts and newer products are the most valuable to an end user.  Indeed this is probably true for most end consumers of meteorological products and services.  In this application, however, the nomad wanted a simple observation of where it has rained as that is where there will be fresh water and new vegetation.  He cannot afford to follow a probabilistic forecast, no matter how accurate it might be.

The story of the nomad touches on the challenge of scale, which I suspect arises in all ICT4D programs.  Scale is the tension between macro and micro.  It is regional versus local.

What do I mean here?  If you abstract out why we do ICT4D projects, it comes down to solving 'problems' of information access and inequality, data management for efficiency, and letting individuals and communities speak in their own voice.  In the abstract, the development community, be they foreign or indigenous, wants to be able to replicate local successes across regions, countries, and continents where other people have similar needs.  Resources are simply too scarce to not strive for scalable solutions.

Scale vs. relevance

There are two major problems of scale here.  One is content, information, or the 'byte'.  If you have a network that can distribute across a region, country, or even continent, the information distributed or shared often becomes less locally relevant and powerful the more widely distributed it is.  (The exception to this is of course sports scores.)  Certainly, technical or science based information does not change all that much.  Information on disease prevention is not going to change in substance from one locale to another, but it will necessarily need to transform how it is portrayed to fit within local cultural, religious, language, education/literacy, economic, and even political contexts.  To me the 'what' of information in ICT4D is perhaps the most challenging.

I work mostly on the 'how', which is simply the movement of information from point A to B in its most basic description.  Nonetheless, 'how' needs to be cognizant of the 'what', and as a result faces its own issues of scale.  Communication platforms that cover large geographic areas are often broadcast in nature, and therefore diminish the ability to target or carry information tailored to local needs. Of course broadcast systems are easier and more affordable to deploy than many networked systems, but with a broadcast you lose the ability to receive timely feedback or foster sharing / local production of information.   Many point-to-point or networked systems operating over large areas face regulatory challenges, are extremely expensive to operate, or require significant technical competence.  Community based systems, such as information centers and FM radio, require significant upfront investments and require considerable maintenance and training costs as well.   And these may not be connected such that local information and knowledge can benefit others.  When done right the results are clearly amazing, but the initial investment and time required to effectively establish such sites often prevents widespread deployment throughout a country; to say nothing across multiple countries.

All of this is to say its easy to find a communications solution that is sustainable and meets the needs of a small community or area.  Demonstrating success at this scale is easy.  Identifying something that suits local needs yet can be replicated elsewhere (often with an expectation of decreasing cost) is not so simple.

Enter the mobile

Mobile phone services offer a potentially interesting solution.  With rapid growth of networks in even the most remote of locations, there exists a standard and geographically expansive platform; even if operated by many different service providers.  Because of the point-to-point nature of the network, it manages to cater to local information needs and interests. In fact I would argue that in areas where the Internet has not penetrated, mobile phones change the expectation of how and what information is transmitted.  Even in comparison with a community FM station, a mobile device is inherently more local and simply intimate.  I believe this creates a new expectation for ever more tailored or individualized information.  And of course the basic economics of mobile, as well as the form factor, makes it ease to deploy.  Messages can be sent for mere cents, and as it is in the interest of commercial providers to make durable and easy to use devices, many deployment headaches are assuaged.

Clearly, mobile is not new.  There are hundreds of ICT4D projects out there utilizing mobile to collect and disseminate information.  But, there still remains a scale challenge I believe.  To process messages for collection of field data, reporting, or to distribute information beyond a small social circle or region of a country, you need some automation.  Creating these scripts and programs on a computer/server to interface with a mobile network is not always straight forward.  It requires expertise and funding to do so.  This unfortunately represents a barrier to scaling and replication.  If you examine many mobile messaging projects underway, many are either still pilots or very geographically limited.  At times it really is the content that limits scaling, but I also believe that as the technical basis for the local system is so highly tailored, it can't be easily transferred without starting with a whole new reinvestment in setting up servers, programmer time, etc.

As a program working in multiple countries across Africa, Asia, Pacific, and recently Central America, RANET has been struggling with this issue for some time.  Do we help our country and community partners develop highly customized mobile messaging applications, but then be unable to transfer this effort to other countries?  Or, do we develop some generic data management and messaging interface that while feature reach is unwieldy or lacks the specific function needed in a local circumstance?  Frankly, we have experimented with both, and we have experience of success and failure with each approach.

FrontlineSMS and the local

In the last year I came across FrontlineSMS, which I believe represents an interesting genre of tool.  The desktop application prepackages most of the basic messaging features a small social group might want in order to exchange messages.  But the ease of use extends into more advanced applications.  The more RANET experimented with automation tasks and keywords in FrontlineSMS, the more amazed we frankly became.  Want to automatically collect field data and filter for keywords, users, etc.?  Not a problem. Want incoming messages to auto-respond?  Simple.  Have a database half way around the world you want to store incoming messages or use to feed an auto-response sent as SMS?  Easy.  Did I mention it is free?

Many reading this have probably experimented with or used FrontlineSMS, so I don't pretend this is news.  But, I have also used other commercial applications that cost thousands of dollars and have half the features.  Some applications are feature rich and enterprise in scope, but these then require considerable technical expertise to use and maintain.  The FrontlineSMS team has done the hard job of creating an easy to use application that can be used to meet local community needs, but it also performs well for scaled applications that at the end of the day connect and replicate successful local implementations.

RANET has only begun to introduce FrontlineSMS into its country programs, but I already see the possibilities.  To help showcase some of the capabilities, as well as provide our community with baseline training, a few tutorials/discussions were added to our relatively new 'Weaver' series.  The articles on FrontlineSMS are available in English, French, and soon Portuguese.  In the near future we plan to add some video tutorials and discussions, and after that hope to start sharing some of our experiences on how FrontlineSMS has been used for collection of data, 'broadcasting' weather information, and even allowing on-demand and automated information requests.  We are looking forward to utilizing this application, as well as learning how others might be using it in earth science and services applications".

Outreach, health and SMS in Ukraine

Earlier this year, IATP Ukraine launched three pilot projects using FrontlineSMS. In this, the thirteenth in our series of FrontlineSMS guest posts, Yuriy Selyverstov - the Dnipropetrovsk Representative from the Internet Access and Training Program (IATP) - describes two of the projects Tamarisk, a Ukrainian NGO,  plays the key role of resource center for local third sector organisations in the Dnipropetrovsk region. It organises and conducts training for NGOs, and hosts joint round table events for mass media, local authorities and other NGO representatives. Because of this it is important that Tamarisk be able to inform their target audiences about upcoming events. E-mail lists, a web portal for local NGOs, phone calls, and personal contacts have been traditionally used for this purpose.

In March this year, Tamarisk - in co-operation with the IATP program - launched a pilot project that uses FrontlineSMS to disseminate information to target audiences via SMS. By June there were over a hundred NGO subscribers with additional numbers being added regularly. Subscribers are organised into several groups depending on the field of their activities, and since the start of the project over 300 messages have been sent. The effectiveness of SMS sending is well illustrated by the International Renaissance Foundation, who held a presentation at the Tamarisk offices in April. About 60% of the participants found out about the event via SMS.

The following conclusions were drawn after the first three months of using FrontlineSMS:

  • Almost all SMS messages were read compared to e-mail, which is not checked regularly by many NGOs
  • Bulk SMS sending saves time in comparison to phone calls or personal contact
  • SMS did not exclude other traditional tools for disseminating information, but complimented them very effectively

Tamarisk now plans to increase the use of FrontlineSMS in its work.

In the second project, "Doroga Zhizni" (Road of Life) applied FrontlineSMS in the field of HIV/AIDS and tuberculosis transmission prevention and treatment. The target audience are injecting drug users and former prison inmates.  "Doroga Zhizni" is part of the all-Ukrainian "Network of People Living with HIV/AIDS".

For two months starting in March 2009, a pilot group of users with mixed HIV/TB diagnosis received scheduled text messages twice a day reminding them to take their pills. After the two months were up, feedback was collected from the group asking their opinion about the effectiveness of the service. In total, 90% of the group replied that SMS effectively helped them not to forget to take their pills, and that they wanted to receive SMS in the future. Only 10% said SMS was not helpful. Overall, 50% of the group noted positive psychological benefits - the messages made them feel that they were not alone and that somebody cared about them. The project concluded that FrontlineSMS was effective in improving patient adherence to prescribed treatment.

“Doroga Zhizhi” now plan to recommend using SMS reminders with all of its clients, starting this summer. To make this scaling possible they plan to request additional funding from their donor to cover the cost of the messages.

Update: Domestic violence - An SMS SOS

This update is the twelfth in our series of FrontlineSMS guest posts. Here, Anthony Papillion - Founder of OpenEMR HQ - shares the latest news on its use in his Oklahoma home town, where the software is helping provide relief to women suffering domestic violence Anthony Papillion"In late May of this year, I assisted a local crisis center in deploying a solution we've now dubbed "FamilyFIRST". FamilyFIRST is an SMS based system that allows victims of domestic violence to reach out to police, crisis counselors, and to document abuse incidents all via simple SMS messaging.

When the project first began, neither I nor the agency involved were sure how it would be received or if it would even be used. Educating victims to think pro-actively in crisis situation is a difficult thing. Their first reaction is to simply hide or get out of the situation if possible. This often means running without a purse or mobile phone.

So the agency decided to tackle the deployment in two phases: Technical and marketing. Technical, thanks to FrontlineSMS, was incredibly easy. By integrating the software along with a bit of custom software written by me, I was able to get a working system up and running bug free in less than a week. It includes message routing and archival, and is structured in such a way that the evidence stored inside of it has been deemed acceptable by the court.

Then, came the marketing side. Obviously, the agency didn't have a lot of money so doing a huge PR blitz was out of the question. So they went about spreading word about the system in local PSA's, victims groups, in seminars, and through area counselors working with the abused population. Because this was all very grassroots, they were able to accomplish this with a near zero budget and we were all totally shocked by the response it received.

In the last two and a half months, FamilyFiRST has processed over 4,000 messages from victims of violence, not only in our local area, but around the state of Oklahoma. Evidence stored in the system has been used to help successfully prosecute 9 offenders and has resulted in combined sentences of over 110 years being handed down in those cases.

All in all, the system is a success and it couldn't have happened without FrontlineSMS. Even though I'm a software engineer by trade, I wouldn't have had the time or knowledge to build such a robust system from scratch and FrontlineSMS reduced 'building the system' to writing a few pieces of tie-in software and setting up a database.

Our future goal for the system is to work with other agencies in deploying in in health care (our core competency), domestic violence, and education. Thanks to this experience with FrontlineSMS, I'm confident that a robust system can be built quickly, easily, and very affordably (under $700 USD).

On a mission to aid farmers in Latin America

This is the eleventh in our series of FrontlineSMS guest posts. Here, Jorge Alonso - a veterinarian turned ICT4D practitioner - discusses his thoughts on the application of the software in agriculture in Latin America Jorge Alonso"I am a veterinarian by qualification but, as often happens in life, ended up working with information and communication technologies... applied to agriculture. And I have no regrets. For some time I have been interested in the application of technology in agriculture, and these days I am particularly excited by the potential of mobile technologies in helping small producers improve the marketing of their products.

Over the past ten years I have managed a regional potato network (in Spanish). As its content manager my duties included searching for useful information to distribute among subscribers, and it was here that I first came across FrontlineSMS. My first, initial thought was how it could be used to spread potato prices among my group.

Since last year I have been thinking more about how FrontlineSMS could help small-holder farmers in San Juan, my province here in Argentina. I participated in two e-forums organized by FAO on Mobile Telephony in Rural Areas (which were held in both Spanish and English) and I paid particular interest to the experiences of participants using text messaging in Africa, Asia and Latin America. It was a hugely beneficial exercise, and I think I found what I was looking for.

Based on the findings of my research I designed a process through which small producers could exchange information by SMS with organisations, with the end result being improvement in the marketing of their produce. What do organisations need to do this? A computer, a cell phone (or modem) and a copy of FrontlineSMS. Most organizations have a computer and cell phone. According to recent statistics, in Argentina there are 102.2 mobiles phones per 100 habitants. What's more, 91% of mobile users in the lower income bracket have used SMS services. Using readily available and familiar technologies, my idea could be adopted by many institutions including associations, co-operatives, NGOs, independent and community radio stations, as well as rural and indigenous organisations.

Mobile meets plough in Cambodia

In this, the tenth in our series of FrontlineSMS guest posts, Dr. Robert Fitzgerald - Associate Dean of Research at the University of Canberra in Australia - explains their use of the software to provide agricultural data to farmers in Cambodia, and their plans to expand the service over the coming months

Background

"For the last three years I have been working with my colleague, John Spriggs, on agricultural development projects in Cambodia. John is an agricultural economist who has over the last few years been applying participatory action research methods to improving agricultural marketing systems in developing countries (Cambodia and Papua New Guinea). My background is in technology and education with an interest in the application of robust technologies to help users communicate and work together.

Originally, John invited me to join him on his project to explore ways we could use communications technologies to the improve the marketing system for maize and soy bean farmers in western Cambodia. From our early workshops in Battambang, Cambodia, we identified poor communications as one of the key constraints to improving the marketing system. At that time I had been developing an interest in mobile communications, particularly the application of SMS, and was following closely the work of the Pinoy Internet Farmers project.

Following an initial workshop we presented a proposal to the Australian Centre for International Agricultural Research (ACIAR) for a year’s extension to John’s project to develop the Electronic Marketing Communication System (EMCS). During that project we used a propriety system, Infotxt (developed in the Philippines) to run an SMS server from the Price Division of the Ministry of Commerce (MOC) in Phnom Penh. A price officer collected price data each week and used this to update the server.

The trial was very successful and the information on demand system allowed a user to text specific keywords and that would return price information. We conducted a number of training sessions in 2007 and later that year the Cambodian People’s Party endorsed the EMCS as a significant agricultural innovation in Cambodia.

During 2007 we worked closely with Pieter Ypma from CAMIS and for a number of months they used our EMCS system to SMS-enable their web-based price database. In early 2008 our project concluded and we handed the server across to the MOC.

A new project begins

In April 2008 we started a new project which focused on production and marketing problems faced by poor smallholder farmers in northwestern Cambodia. While still a comparatively fertile area, over the last ten years crop yields have been declining and soils are being degraded by excessive cultivation and burning. Much of the crop development has been largely driven by market demand in Thailand, however local farmers are disadvantaged by lack of market information, and inadequate post-harvest technology and transport infrastructure.

The overarching aim of the project is to improve the functioning of the production–marketing system for maize and soybean in north-western Cambodia as a key to increasing cash income, sustainable growth and poverty reduction for smallholder farmers. We have established eight village clusters, four in the district of Samlaut (a protected area containing the last remnants of tropical rainforest in Cambodia) and four in the municipality of Pailin (a previously heavily forested area known for its gem mining).

Farmer workshops have been investigating key socio-economic issues related to adoption of the improved crop technologies and improving land use. Village level workshops have worked on gross margin and partial budgets to examine return on investments for various production technologies and discussed access to marketing information.

FrontlineSMS

Building on the previous project we wanted to extend our SMS work to both the production and marketing system. After a number of months of evaluation we selected FrontlineSMS as the platform for our SMS work (previously covered on kiwanja's blog here).

In February 2009 we set up two FrontlineSMS servers. The first was with the newly formed Northwest Agricultural Marketing Association (NAMA) in Pailin which had particular focus on the provision of information (rated top priority by members) and the exchange and sharing of silo association price and market information. A second server was installed with the Maddox Jolie Pitt Foundation (MJP) in Battambang with particular emphasis on basic market information and health alerts. In June 2009 we further refined the systems and NAMA is focusing on using FrontlineSMS to broadcast messages to members, to provide maize, soy bean and cassava price information, and to distribute seed and fertiliser (input) costs.

MJP has developed three main knowledge areas/teams for its FrontlineSMS server:

  • Health – Health alerts and health-related information, and health communications (e.g. clinic reminders for pregnant women)
  • Farmer – Price information, buyer contacts, weather information and farmer communications (e.g. meeting reminders)
  • MJP Head Office Field Communication System – A field communication system to provide field worker contact and updates, emergency/disaster protocols via SMS, meeting reminders, etc.

Future SMS applications

While our SMS servers are still in the early days of use we are exploring other SMS-based information systems such as GeoChat from InSTEDD and mhits– an innovative SMS-based micro-payment system developed in Australia by Harold Dimpel.

Volunteer and Intern opportunities

In recent conversations with both MJP and InSTEDD we have been exploring the possibility of establishing intern programs to encourage volunteers work with us. Some good work is already underway by volunteers. Oum Vatharith from Phnom Penh is already working on a Khmer translation of FrontlineSMS and I have talked to him recently about the development of FrontlineSMS user manual in Khmer.

We will be looking for volunteers in the form of software developers and IT savvy community/education development folk who are interested in working with these leading NGOs to help ensure that we realise the potential of technology to make a difference to peoples lives. Where compliance is king

This is the ninth in our series of FrontlineSMS guest posts. In this latest post Aurelio Gomes, who works out of Universidade Catolica de Mocambique, explains their use of the software in monitoring and improving anti-retroviral treatment (ART) compliance among rural communities in Mozambique

Thanks to the US President’s Emergency Program for AIDS Relief (PEPFAR), increasing numbers of HIV-infected people living in poor countries have been given access to anti-retroviral therapy (ART). Successful treatment of HIV depends upon ART recipients maintaining a compliance rate of 95% or higher to prevent the emergence of drug resistance. The commonly used first-line regimen has a low genetic barrier to resistance when dosing is below recommended levels. Not only does widespread resistance lead to a need for costly second-line regimens, but it also threatens to reverse ART survival gains. Worst still, resistant HIV may also be transmitted to others, severely limiting treatment options.

As ART therapy becomes more widely prescribed in Sub-Saharan Africa, suitable systems to ensure patient compliance have to be designed and implemented to maximize ART effectiveness. This is especially necessary in rural areas of Africa. Mozambique exemplifies this situation since 80% of the total Mozambican population are rural. Patients are difficult to locate because formal postal addresses don’t exist in these areas. As in many parts of sub-Saharan Africa, residents are not connected to the electricity grid, and lack regular phone service or access to clean water. Stigma and discrimination increase the challenge of ensuring compliance, as HIV- positive individuals are often very concerned about their privacy.

Following initial technical assistance from our partners at Inveneo, we have been successfully using FrontlineSMS for several months to facilitate communication between the HIV treatment centers and the community health care workers (CHWs) deployed in remote rural areas. These CHWs are armed with mobile phones, enabling communication to flow more quickly and accurately, leading to an improvement in health care delivery.

Our FrontlineSMS-driven communication system is helping us maintain a 95% and higher compliance of ARV therapy, crucial for the patient, the success of our programme and efforts to reduce the chances of development of drug-resistant strains of the virus.

Missions look to SMS in Nigeria

This is the eighth in our series of FrontlineSMS guest posts. Here, Mike Blyth - Computer Systems Coordinator at Serving in Mission (SIM) - discusses their use of the software among missions operating in central Nigeria

Jos, Nigeria has been in the news recently because of riots in November that killed hundreds of people. This was the second such episode since 2001, and the situation remains tense. Besides this, violent crime has increased rapidly in the past four years, with frequent robberies by armed gangs of up to 20 or more men.

Part of our response as a group of missions in Jos has been to strengthen our communications network, and FrontlineSMS has become a key part of that network. The mobile phone is the basic means of communication in Jos, where there are few if any functioning land lines, and where Internet access is still expensive and spotty. During the November crisis, we noticed that voice calls on the mobile network rarely connected, probably because of congestion, while SMS messages got through well.

Our response

It was shortly after that we started experimenting with FrontlineSMS, and we have so far developed a system with a number of features.

First, anyone can text the system and receive a response with the current status message. In a crisis, this could contain warnings, instructions, announcements and so on. Besides this 'on demand' capability, we keep one list of users who receive broadcast alerts.

Anyone can join this "text alerts" group by sending the request as a text message to the system. We ask people to send the message "JOIN" followed by their name. At this point, FrontlineSMS cannot automatically include the name when the phone number is added to a group (only the number is added), but we hope that feature will be included in the future.

We maintain other user lists such as compound security leaders, crisis management teams, and so on. Anyone can broadcast a message to the crisis management team by prefixing a text message with a code that causes FrontlineSMS to forward the message to all team members.

Finally, we use FrontlineSMS to send outgoing SMS messages through the Internet when it is available. They're sent via Clickatell, which routes them to the actual SMS network. Clickatell is very fast and inexpensive. We can send about 80 messages per minute this way, far more than is currently possible if we were to send messages directly via the mobile phone network.

Real life examples

Fortunately, we have not had actual rioting since we set up the system. However, there have been times when it has been very useful to send warnings and to raise the alert level. Here are some actual examples:

  • @Alerts: Jos is tense, please avoid downtown today
  • @Security: X and Y have been robbed tonight & report the robbers took their Toyota Land cruiser and muttered something about Hillcrest on the way out
  • @Alerts 20Feb 655pm. Serious rioting reported in Bauchi. No problems in Jos. Obey curfew, avoid areas that could be troublesome
  • 22 Feb 8am. *** Rioting on Friday Bauchi, churches & mosques burned. Now controlled. Keep on alert. Report signif news this num or ur security rep
  • SecGrp: Some rumors are going around about unrest planned for Friday, .... Email or txt me if you know more. --Mike

Effectiveness

The system has worked quite well. The most serious limitations to date have been problems with the modem and Internet, which have had a tendency to lock up, failing to receive messages, and have to be re-initialized manually. In addition, message delivery is sometimes delayed for hours, occasionally more than a day. This is a fault of the local network and has nothing to do with FrontlineSMS or Clickatell.

In summary, FrontlineSMS has served us very well as a way to communicate quickly by SMS. We would recommend it to others in similar situations.

Tackling domestic violence: An SMS SOS

This is the seventh in our series of FrontlineSMS guest posts. Here, Anthony Papillion - Founder of OpenEMR HQ - discusses his initial thoughts on being introduced to the software, and outlines his plans for its use in his Oklahoma home town to help women suffering domestic violence

"I only recently became involved with the FrontlineSMS project as an addition to a national project my company, OpenEMR HQ, is doing with a small African country. But, since discovering the software, I've been busily thinking of good ways it could be put to use by organizations in my own community and I've come up with a few I believe are viable. Today, I want to share one of those ideas and how we're going to use FrontlineSMS as a tool to help combat violence against women in the United States, specifically, in the small community of Miami, Oklahoma.

Cause for concern

Every year, millions of American women face domestic violence at the hands of those that are supposed to love and protect them. These women often feel powerless and suffer continued abuse without ever reaching out because they either don't know the resources are out there or because they're scared nothing will be done to their abusers if they do come forward thereby encouraging even more abuse. Community crisis centers serve as a front line of defense in these situations often shuttling abused women out of dangerous situations and into safe houses, interfacing with police to make sure victims get the services and protection they need, and providing the much needed emotional support those who've escaped violent situations are so desperately in need of.

Unfortunately, none of those things can be offered until the victim reaches out and getting abused women to take the first step can be a large part of the battle. Many women don't think or have a safe way to catalog the abuse, don't know how to report it, and don't want calls to crisis numbers showing up on the mobile phone bill. The end result is the complete isolation of these women from any help at all.

Seeking solutions

As I've been playing around with FrontlineSMS, I've been thinking about ways it could be used to address these situations and I'm slowly starting to piece together a system called CPR that I hope to soon have deployed locally as a test bed for a larger, maybe statewide system.

The basic idea is to give women a quick, easy, and safe way to report and catalog abuse, and reach out for either police or crisis worker help, all without ever making a traceable phone call. Piecing together a system that consists of a laptop running FrontlineSMS, a mobile phone, and a few PHP scripts sitting on an Internet connection, I'm creating a system where women can send messages to various help authorities or just record instances of abuse for later use in court. For example:

FrontlineSMS keywordsUsing the CPR system, women in dangerous situations can quietly and safely reach out for help when a phone call simply isn't possible. Using FrontlineSMS will allow both police and crisis agencies to have two way communication with the victim thereby ensuring the communication loop is never broken.

Building the vision

Since I'm still developing the system, I've not deployed an installation of it yet but I've been getting great feedback from various agencies I've spoken to. Eventually, I'd like to implement a way for victims to send pictures, video, and audio, and have it automatically attached to their case file within the CPR system for later use in court. That will come later and probably with some community help.

None of this would be possible without FrontlineSMS. While I am a professional software developer, I probably would never have developed a system like FrontlineSMS and the fact that it's available as open source makes it incredibly accessible.

Human rights, SMS and the power of film

Tonight sees the screening of "The Reckoning" - a film about the battle for the International Criminal Court - at The Soul of The New Machine human rights conference in Berkeley, California. In this - the sixth in our series of FrontlineSMS guest posts - Paco de Onis, the films' Director, talks about how they plan to use FrontlineSMS as a way of engaging their audience as the film is shown around the world

"The Reckoning"The International Criminal Court (ICC) in The Hague represents the most ambitious attempt ever to apply the rule of law on a global scale to protect the most basic human rights. It emerged from and reflects a world where sovereign nations are increasingly interdependent and at risk. In order to increase awareness of the ICC and highlight the essential role that justice can play in moving societies from violent conflict to peace and stability, Skylight Pictures produced the feature-length documentary film The Reckoning.

To accompany the release of The Reckoning, Skylight Pictures and the International Center for Transitional Justice (ICTJ) are co-producing IJCentral, designed to be the core of a global grassroots social network and resource for the international movement to bring perpetrators of war crimes, crimes against humanity, and genocide to justice. IJCentral will implement a multi-platform strategy with online mapping technology to visualize the movement, aggregating blogs, news feeds, short films and media modules created for education and advocacy.

One of the most exciting features of IJCentral will be FrontlineSMS two-way "listening posts" that will allow us to hear from concerned citizens around the world using their mobile phones to join the global conversation about justice, and respond to calls to action coming from the IJCentral social network. These "listening posts" will be deployed through the global network of our strategic partner the Coalition for the International Criminal Court (CICC), an umbrella organization of 2,500 NGOs and civil society groups that has been at the forefront of the international justice movement since 1995.

A high school class in Indianapolis will be able to have a real-time SMS exchange with an Internally Displaced Persons (IDP) camp in Uganda, for example, or in a presentation to Congress the IJCentral map could light up with geolocated SMS messages calling for an effective international justice system. As it accumulates content from users engaged with international justice, IJCentral will become an invaluable database for defending human rights around the world, and a powerful action tool.

For more than 25 years Skylight Pictures has been committed to producing artistic, challenging and socially relevant independent documentary films on issues of human rights and the quest for justice. Through the use of film and digital technologies, we seek to engage, educate and increase understanding of human rights amongst the public at large and policy makers, contributing to informed decisions on issues of social change and the public good. We see FrontlineSMS as a hugely valuable tool in enabling us to open the debate further, and to include individuals and communities who may have otherwise been excluded.

The International Center for Transitional Justice assists countries pursuing accountability for past mass atrocity or human rights abuse. The Center works in societies emerging from repressive rule or armed conflict, as well as in established democracies where historical injustices or systemic abuse remain unresolved.

Farmer to farmer. Phone to phone.

In this - the fifth in our series of FrontlineSMS guest posts - Gary Garriott, Innovation Program Officer in the "Digital Futures for Development Program" at Winrock International, talks about their implementation of FrontlineSMS as part of a wider agriculture-based initiative in El Salvador Background

"Winrock International is a social enterprise which describes itself as a "mission-driven, nonprofit business". Winrock works with people in the United States and around the world to increase economic opportunity, sustain natural resources and protect the environment.

Winrock InternationalDerived from the international philanthropic tradition of the Rockefeller family, Winrock International (named for Winthrop Rockefeller, governor of Arkansas) and its predecessor organizations have acquired more than 50 years of development experience. Winrock has distinguished itself over this period by promoting capacity development for local entrepreneurship and community-based businesses in the areas of smallholder agriculture, environmental management, clean/renewable energy, and information and communications technologies.

Through its ‘Farmer to Farmer’ program, Winrock has been active in El Salvador in recent years providing volunteer technical assistance to smallholder farmers, especially to increase productivity and profitability in the horticulture and dairy subsectors. Sustainable approaches to achieve this objective are to strengthen agricultural sector institutions and improve sustainable use of natural resources. Both strategies tend to strengthen national trade institutions.

In this context Winrock works closely with FIAGRO, the Agricultural Technology Innovation Foundation - a local Salvadoran nonprofit - whose mission is to promote innovative technology for improving the competitive advantage of the agricultural sector. Through its Farmer to Farmer staff and Digital Futures for Development Program, Winrock provided an internal grant to FIAGRO to promote the use of cellular phones as a device to encourage buyers and sellers of agricultural products to exchange information and strengthen market linkages.

Mission link and rationale

Forty-six percent of of El Salvador’s population live in rural areas and earn incomes from agriculture-related activities. Even though the Internet has become an important worldwide diffusion media promoting the democratization of information and knowledge, farmers in El Salvador continue to be isolated from the new Information and Communications Technologies (ICT's) that could help them access local markets and develop business opportunities. A valuable alternative to computer-based information for farmers is the use of more affordable mobile phones, which are very popular even in rural areas. National statistics reveal that there are 55 mobile lines for every 100 inhabitants, representing an opportunity to use mobile lines as a real-time agribusiness information tool to promote products and services, and to establish real-time market links between producers and buyers and/or final consumers.

The Project

The aim of the project is to help Salvadoran agricultural and agro-industrial producers sell their products in local markets for better prices and to obtain better profit margins, thus mitigating the effect of intermediaries or middlemen. A primary target is better marketing of vegetables and garden crops.

Similarly, many of the SMEs that process grains and other agricultural feedstocks also depend on intermediaries and traders who tend to speculate and inflate prices during times of shortage, generating negative impacts on the profitability of these small companies.

The system envisioned by this project will allow producers and buyers to post buy/sell offers through SMS messaging directly to mobile phones or through a call center managed by the project where operators will log information obtained from semi-literate or illiterate farmers. Then summaries of these "classifieds ads" will be sent through SMS and e-mail to service subscribers. Additionally, communities of buyers/sellers with Internet access will be able to see these offers on a project web site as well as through RSS feeds via other web sites. Thus producers and buyers will be able to interchange information and directly develop commercial activities without total reliance on intermediaries.

While this system uses multiple channels to create an information exchange network, it focuses on the cell phones since mobile technology is nearly ubiquitous as the most pervasive channel with the most penetration in rural areas.

The FrontlineSMS application

Originally, the project envisioned working directly with a Salvadoran mobile operator that had offered to provide software interfaces as well as billing capabilities. While these discussions continue and will hopefully be successful, FrontlineSMS provides a more than adequate platform to move this project into operational mode and will likely provide service well beyond the pilot stage.

FrontlineSMS has, in short, saved the project from becoming trapped in a slow-moving bureaucratic process and allows projects results to be obtained during the time-critical pilot implementation in order to justify Winrock’s internal investment as well as the institutional commitment made by FIAGRO.

The pilot implementation manages and posts buy/sell offers from buyers and sellers. If sellers (usually smallholder farmers) are not comfortable using SMS, they can call a small call center managed by FIAGRO and an operator requests all the information needed to produce a ‘classified ad’ ready for posting through multiple channels. A daily summary is sent via SMS to the users of the pilot system as a digest of all the offers published during the previous 24 hours, divided into various categories. FrontlineSMS in combination Clickatell is used to send and receive SMS messages among large numbers of users. Through the call center, the user can also call to get specific information about products geographically close to a particular market or urban center and in the same way can request information about buyers for specific products.

Through FrontlineSMS, the functionality to directly publish offers through SMS over the Internet is being added too, where the users write a keyword, either to Buy or Sell, followed by the product information such as name, amount, sell or buy price, and product location. All this information will be added to the pilot system and available when the users contact the call center.

The pilot will accommodate approximately 600 users with technological resources currently available; however, to scale to a larger user group and expand it to a regional or even national level, further investment is required for additional technological and human resources, such as software development, computer and communications equipments and collaborators that support project operation through national mobile operators. The system will be sustained based on per call charges made to the call center as well as charges for SMS reception. Users will be charged only for the information they receive or request and with the frequency desired; the user can cancel the subscription at any time.

We believe this to be the first FrontlineSMS trading application in the agricultural space in El Salvador and possibly the first anywhere in Central America. Further information is available on the short video below.

Neighbourhood Watch FrontlineSMS-style

Not only established non-profit organisations can benefit from "long tail" mobile solutions. In this, the fourth in our series of FrontlineSMS guest posts, Georgia Popplewell - who manages a community-lead neighbourhood watch scheme in Trinidad and Tobago - talks about the innovative use they found for the software

"Blue Range is an upper middle-class suburb of 280 households located at the northern end of the Diego Martin valley in Trinidad and Tobago. Like many communities in the country, Blue Range has begun to feel the effects of the country's rising crime rate (543 murders were recorded in 2008), mainly in the form of burglaries.

Security post

The community has a private security patrol and a number of streets are sealed off with barriers at night. Blue Range also maintains a Google Group mailing list which residents and the neighbourhood association use to share information.

Just after midnight on December 4th, 2008, a resident sent a message to the mailing list stating that around 7:45pm he'd seen two men behaving suspiciously in the neighbourhood. Around 8:15pm on the same night, two men broke into the home of another resident. The resident put up a fight and managed to drive the men away, but ended up quite badly injured as a result. That resident and others in the area reported that they had in fact heard dogs barking around that time. It seemed obvious that if the first resident had put his neighbours on the alert at the time he had seen the two men, the incident could have been avoided.

With that in mind, I started looking for ways that security-related information could be shared more quickly and easily among the area's residents. In my work on the citizen media project Global Voices, I'd come across FrontlineSMS, and decided to try it.

After testing it for several days with a group of my neighbours, I presented FrontlineSMS at a community meeting on December 7th, 2008.  The service now has over 250 subscribers.

Message alert

Blue Range's FrontlineSMS set-up, currently run from my home on a Macintosh computer, a Motorola PEBL phone and a Clickatell messaging account, is largely automated. Subscribers can add themselves to the service by texting in "addme [name]" (numbers are verified before they're added to the messaging group). Subscribers can broadcast messages to the entire group of users by adding a specially designated prefix to their text, messages which are then distributed using the message "forwarding" functionality in FrontlineSMS. All security messages sent via the automatic broadcast are also archived on the neighbourhood mailing list using the email forwarding functionality in the software, where residents can discuss them and offer supplementary information.

The FrontlineSMS service has been highly effective in building a greater sense of security and community in Blue Range, and in helping residents feel like they are being kept in the loop with regard to incidents in the area. Recently, for instance, when a security chopper was hovering over the area for about 20 minutes, a message relayed via FrontlineSMS assured residents that the chopper was there not to look for perpetrators but to support a medical evacuation.

In a more recent incident in the area, a burglary on January 12th in which one resident was bound and gagged by the perpetrator - and his wife made to walk through the house and hand over their valuables - has nevertheless revealed gaps in the service and demonstrated that certain parts of the neighbourhood lack the critical mass of subscribers required for it to be really effective.

With each incident, however, more residents are beginning to realise the value of subscribing to the service".

Mobilising around FrontlineSMS:Medic

medic-logoToday sees the launch of an exciting new initiative - FrontlineSMS:Medic - by a growing team of students mobilising around the practical application of mobile technology in global healthcare delivery. FrontlineSMS:Medic combines Josh Nesbit's pioneering work on "Mobiles in Malawi" with a mobile version of OpenMRS - an open source medical records system - and an exciting new remote diagnosis tool. In this guest blog post, Josh Nesbit and Lucky Gunasekara talk about the origins of the project, and their plans in the coming months.

Josh: I should be heading off to class, right about now. I'll go, but not without telling a story, first. A convergence of ideas and people marks the launch of FrontlineSMS:Medic and the team's embarkation on a quest to do mHealth the right way.

Many of you are familiar with the role FrontlineSMS, a donated laptop, and a bag of recycled cell phones have played in connecting community health workers (CHWs) in Malawi to a rural hospital and its resources. Text messaging is now an integral component of the hospital's infrastructure. FrontlineSMS has proven intuitively easy to use with strong user buy-in. The program is horizontally scalable, and incredibly cheap to run, matched with indisputable savings in time and costs. Enter Lucky.

Lucky: I am the bewildered South Asian guy in the photo. Back in 2008, I was sitting in an office in Tokyo reading about cellphone penetration in developing countries, wondering if mobiles couldn't also be used for boosting healthcare delivery in resource poor settings. When I wasn't wearing a suit and riding to work in a packed Tokyo subway car, I was wearing a t-shirt and khakis and working in clinics in Sri Lanka - accepting an offer to attend  Stanford Med, this year. I worked out that SMS could be used in tandem with an open source electronic medical records system called OpenMRS, allowing for continuity in patient care from the community health workers to the clinic.  Meanwhile, Josh was sweating it out in Malawi, actually learning this the hard way. Just to prove that good ideas are obvious, Isaac Holeman and Daniel Bachhuber, two students at Lewis & Clark, had the same realization and began working on a project called MobilizeMRS to get this underway.

Josh: Long story short, we're all working together now. Lucky is pictured on stage with Bill Clinton, as his CGI U commitment is announced on the group's behalf.

Lucky: The commitment is, briefly:

To build on kiwanja's CGI commitment of an Ambassadors Program within FrontlineSMS, by developing a new version of FrontlineSMS - FrontlineSMS:Medic - for use in clinics in developing countries. That Medic will have end to end of continuity of electronic medical records by fusing FrontlineSMS with OpenMRS in a modular click-to-add format. I will be taking a year off from medical school (a decision infinitely popular with my folks) to work on this system and develop new partners on the ground with Josh, and do research on a new breakthrough medical diagnostic system at UCLA, that we feel will be the "Killer App" of FrontlineSMS:Medic. More on that to come. We're also going to be fully open source with wiki user manuals and off-the-shelf healthcare packages for download, so setting up a DOTS-TB program doesn't have to be any harder than buying a song on iTunes... OK, maybe a little bit harder... but not by much.

Josh: We're planning to pull this off within a year, operating in more than 25 pilot study and partner clinics by the summer of 2010. The system will be free and so will the hardware. Check http://medic.frontlinesms.com regularly to learn more and get involved.

TSF, FrontlineSMS and humanitarian assistance in Niger

In this - the third in our series of FrontlineSMS guest posts - Grégory Rebattu, Télécoms Sans Frontières (TSF)’s Niger Representative, and Oisín Walton, Head of TSF Communications and International Relations, talk us through their thoughts on the software, and its potential for emergency relief in Niger. "I work for Télécoms Sans Frontières (TSF), the leading NGO specialising in the deployment of telecommunications in emergencies, and head-up TSF’s base here in Niger. In emergencies, telecommunication networks are often seriously damaged or destroyed. Some humanitarian crises also strike in areas with no existing communication facilities. Today, TSF plays a key role in strengthening coordination and communication by deploying telecommunications centres within 48 hours of an emergency.  These centres offer broadband Internet access, voice communications, fax lines and all the IT equipment needed for a field office.

Telecoms Sans Frontieres

Our base in Niger is more involved in longer term projects particularly in strengthening food crisis prevention systems. Niger is ranked 174th out of 177 nations on the United Nations Development Programme’s Human Development list - making it one of the least developed countries on Earth. The living conditions in the Sahel desert are extremely harsh and recurrent drought leads to almost permanent food insecurity. Less than 12% of the territory is cultivable - so the widely reported current food crisis hits Niger particularly hard.

Telecommunication networks are also very much in their infancy, although GSM coverage is now on the rise and bringing infinite new opportunities for the humanitarian and development sectors. In particular, we believe that text messaging – used in conjunction with cutting-edge tools such as FrontlineSMS - are particularly powerful, enabling the collection and dissemination of data quickly and easily with very low running costs. Over the past few weeks we have been working closely with the FrontlineSMS team, putting the software through its paces and assessing its suitability in our work. We have been particularly excited by the new “FrontlineSMS Forms” data collection functionality which we helped test and which is being released next week.

Crucially from our perspective, FrontlineSMS is extremely user-friendly, allowing partner organisations on the ground to rapidly deploy a data collection and dissemination system from scratch. This simplicity is crucial for organizations which may lack technical skills, and users can be up and running in a matter of minutes with the minimum of mouse clicks. The intuitive nature of the software also means that little technical support is required once they’re up and running.

I have already presented the application to a group of NGOs and UN agencies who are very excited. These organizations - who work in a wide range of sectors including health, nutrition and agriculture - immediately saw the immense potential of FrontlineSMS and how it might enhance their capacity to save lives and develop local economy, not to mention their capacity to improve the security of their own staff.

On that note, our first FrontlineSMS initiative is about to launch, and will provide an SMS security alert forwarding service to Niger’s NGO community. This will allow aid workers to instantly warn the community about security issues in real time.

Concretely, we see other immediate applications for FrontlineSMS in Niger. These include the use of the new Forms feature for data collection for the National Health System which collects and monitors the number of cases per pathology in health structures. FrontlineSMS could also be used to collect market prices, and even to disseminate those prices to small farmers.

We are also planning to test its interoperability with satellite phones which will allow us and our partner organizations to extend its usage into areas not covered by mobile networks. We also plan to use it in our responses to sudden-onset emergencies where mobile networks are often disrupted.

Summing up, FrontlineSMS is a fabulous tool and one which presents huge opportunities to non-technical NGO users. Saying that, don’t be fooled by its simplicity – as well as standard incoming and outgoing group messaging, it has plenty of advanced and extremely powerful functionality. From our testing and evaluation, and our discussions with partner organizations, it looks like FrontlineSMS has infinite applications in the humanitarian world, and this is great news for those we are trying to help.

FrontlineSMS: Peacebuilding in Afghanistan

In this, the second of a series of guest posts on how FrontlineSMS is being used around the world, Dr. Mohammad Akbar and Kenneth Adam - Director and Business Advisor respectively at Media Support Partnership Afghanistan (MSPA) - talk about their current and planned uses of the platform, and the impact it is having on their work "A recent special edition of a radio programme for young people in Afghanistan was devoted to one topic – the shocking recent acid attack on girls attending school by violent extremists allied to the Taliban. The impact on the audience was recorded in some 300 phone calls from listeners – a record for the long running programme "Straight Talk", produced by a team of young broadcasters from Media Support Partnership Afghanistan (MSPA).

This audience response provides an example of what is possible given the enormous growth in mobile phones in Afghanistan, well over 6 million and rising at over 100,000 a month. Young people in the troubled south often feel isolated and bored, trapped in a conflict which shows no sign of going away. Development activities have largely been suspended because of insecurity. They want to hear and view programmes on issues important to them, and to contribute to the debate, and with 84% of households possessing working radios and 38% TVs, there is great potential in this approach.

MSPA "Straight Talk"

MSPA will be using FrontlineSMS as one of the tools in a new project as part of a British Government-funded media initiative to engage with young people specifically in conflict affected regions though interactive radio programming, tied in with a national competition for young people to produce short video films on their mobile phones. FrontlineSMS will play a key role in the competitive process of selecting the individuals to be given the new mobile phones and trained in their use. This project is planned to start in April 2009. Initial trials using the software are underway, with a view to collecting information on listeners’ views on a variety of topics and feeding these back to them with the help of FrontlineSMS. This will allow active dialogue on issues as varied as the activities of NATO forces in the country and whether Afghans should bear arms, to commenting on education and health services.

Another important application this year will be in the run up to the Presidential Election  in September. The media is key to informing the population about the rights of voters, and about the policy of different candidates. FrontlineSMS could be used to elicit the views of listeners in different categories and feed back the results to listeners, prolonging the debate and in so doing capturing the interest of people who are actively engaged in the debate".
